Clean-room MIT implementation against Pi SDK. Adds bounded Pi child crews plus governed /develop state with Standard assurance, structured Reviewer assessments, one repair pass, Verifier, Overseer, and receipt-bound completion. Does not derive from the unlicensed Davis extension. Tests: 8 passed; TypeScript check passed.
